When submitting a Police Clearance Certificate (PCC) for use in Latvia, the required legalization method depends on the country that issued the PCC. Latvia, as a member of the European Union and a signatory to the Hague Convention, generally accepts Apostilles for documents originating from other Hague Convention member states. However, if the PCC originates from a country that is not a member of the Hague Convention, full legalization is required.

Apostille #

An Apostille is a simplified method of legalizing documents for use in countries that are parties to the Hague Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents. If the PCC is issued in a Hague Convention country, it needs to be apostilled by the competent authority in that country. The Apostille certifies the authenticity of the signature, the capacity in which the person signing the document has acted, and the identity of the seal or stamp which it bears. Once a PCC has an Apostille, it is legally recognized in Latvia without any further legalization.

Full Legalization #

Full legalization is a more complex process used for documents originating from countries that are not members of the Hague Convention. This process typically involves several steps:

  • Certification by the issuing country’s Ministry of Foreign Affairs: The PCC must first be authenticated by the Ministry of Foreign Affairs (or equivalent) in the country where it was issued.
  • Legalization by the Latvian Embassy or Consulate: After certification by the issuing country’s Ministry of Foreign Affairs, the PCC must be legalized by the Latvian Embassy or Consulate in that country. This confirms that the signature and seal of the Ministry of Foreign Affairs are genuine.
