EU Regulations Overview #

Lithuania, as a member of the European Union, adheres to the EU regulations concerning driving times, breaks, and rest periods for drivers. Driving Times #

  • Daily Driving Time: A driver cannot drive more than 9 hours in a day. This can be extended to 10 hours no more than twice a week.

  • Two-Weekly Driving Time: The total driving time during any two consecutive weeks must not exceed 90 hours.

Breaks #

  • Daily Breaks: After a driving period of 4.5 hours, a driver must take an uninterrupted break of at least 45 minutes, unless they take a rest period. This break can be split into two breaks: the first at least 15 minutes, followed by another at least 30 minutes, both taken within the 4.5-hour driving period.

Rest Periods #

  • Daily Rest: A driver must take a daily rest period of at least 11 hours within each 24-hour period. This can be reduced to a minimum of 9 hours of “reduced daily rest” no more than three times between any two weekly rest periods.
  • Weekly Rest: A driver must take a weekly rest period of at least 45 hours. This can be reduced to 24 hours (reduced weekly rest); however, any reduction must be compensated for by an equivalent period of rest taken en bloc before the end of the third week following the week in question.
  • Regular Weekly Rest Away from Home: According to the EU Mobility Package, drivers must return home every 3-4 weeks to take their regular weekly rest.

Specific Lithuanian Regulations and Enforcement #

While the core regulations are set at the EU level, Lithuania is responsible for enforcing these rules within its borders. The specific enforcement is carried out by:

  • State Labour Inspectorate of Lithuania: Oversees compliance with labor laws, including driving and rest times.
  • Lithuanian Transport Safety Administration (LTSA): Ensures compliance with transport regulations, including those related to drivers’ hours.

Tachograph Requirements #

All commercial vehicles in Lithuania must be equipped with a tachograph to record driving times, breaks, and rest periods. Both analog and digital tachographs are used, but there is a move towards digital tachographs to ensure more accurate and tamper-proof data. The latest smart tachographs (version 2) are now mandatory for newly registered vehicles since August 2023, enhancing enforcement capabilities.
