What is required to exchange a driver’s license?

Exchanging a Driver’s License in Poland #

If you’re planning to drive in Poland with a foreign driver’s license, it’s essential to understand the rules for exchanging it for a Polish one. The requirements depend on whether your license was issued by an EU/EFTA country or a non-EU country.

EU/EFTA Driver’s Licenses #

If you hold a valid driver’s license issued by a member state of the European Union (EU) or the European Free Trade Association (EFTA), you generally do not need to exchange it to drive in Poland. You can use your original license as long as it is valid.

However, there are situations where exchanging your EU/EFTA license might be beneficial or necessary:

  • If you become a permanent resident in Poland: While not always mandatory, exchanging your license can simplify administrative processes and avoid potential issues in the long run.
  • If your EU/EFTA license is lost or stolen: Obtaining a Polish driver’s license can be easier than getting a replacement from your home country.
  • If you wish to obtain a Polish driver qualification card (Code 95): To work as a professional driver in Poland, you’ll need to have Code 95 endorsed on your license. This usually requires exchanging your license for a Polish one.

Non-EU Driver’s Licenses #

If you have a driver’s license issued by a country that is not a member of the EU or EFTA, the rules are different. Generally, you can use your foreign license for 6 months from the date you become a resident in Poland. After this period, you are required to exchange it for a Polish driver’s license.

Requirements for Exchanging a Non-EU Driver’s License: #

To exchange your non-EU driver’s license, you will typically need to provide the following documents:

  • Application form: You can obtain this form from the local municipal office (Urząd Miasta/Gminy) or download it from their website.
  • Your current driver’s license: The original license and a certified translation into Polish by a sworn translator (tłumacz przysięgły) are required.
  • Proof of residency: Documents that confirm your legal stay in Poland, such as a residence permit (karta pobytu) or a registration certificate (zameldowanie).
  • Passport or other form of ID: To verify your identity.
  • Medical certificate: A statement from a doctor confirming that you are fit to drive.
  • Psychological examination: In some cases, a psychological assessment may be required, especially for professional drivers.
  • One photograph: A recent passport-sized photograph.
  • Proof of payment of the exchange fee: There is a fee associated with exchanging your driver’s license.
  • Foreign Driver’s License Verification: You may need to provide official confirmation from the issuing authority of your foreign license, verifying its authenticity and the categories you are entitled to drive.

Countries Exempt from the Theory Test #

Citizens holding driving licenses issued in certain countries are exempt from the theoretical exam when exchanging their license for a Polish one. As of late 2023, these countries included:

  • Australia
  • Japan
  • South Korea
  • United States
  • Canada

Note: This list can change, so it’s crucial to verify the current list with the local authorities before applying.

The Exchange Process #

  1. Gather all required documents: Ensure you have all the necessary documents, including translations and medical certificates.
  2. Submit your application: Take your application and documents to the appropriate municipal office (Urząd Miasta/Gminy).
  3. Pay the fee: Pay the required fee for the exchange.
  4. Pass the required tests: If required, complete the theory and/or practical driving tests.
  5. Receive your Polish driver’s license: Once your application is approved and you’ve met all requirements, you will receive your Polish driver’s license.

Important Considerations #

  • Validity of your foreign license: Ensure your foreign driver’s license is valid. An expired license cannot be exchanged.
  • Translations: All foreign documents must be officially translated into Polish by a sworn translator.
  • Local regulations: Regulations can vary slightly between different municipalities, so it’s always best to check with the local authorities for the most up-to-date information.
  • Code 95: If you intend to work as a professional driver, ensure you understand the requirements for obtaining Code 95 in Poland.

Official Resources #

  • Polish Ministry of Infrastructure: https://www.gov.pl/web/infrastruktura (Polish only)
  • Your Local Municipal Office (Urząd Miasta/Gminy): Visit the website or office of the municipality where you reside for specific local requirements.
